I found this... you can do it on your device. You probably should have iFile Cracked from http://sinfuliphonerepo.com/ as well as Mobile Terminal or use WinSCP to SSH and do the terminal commands

1. Place your data folder (uncompressed) into MyApp folder.

2. Place your control file into a DEBIAN folder into MyApp folder.

3. Place your MyApp.app folder into a folder named Applications

4. Place the Applications folder into the MyApp folder

5. Place entire MyApp folder into /private/var/mobile/

6. Run this:

dpkg -b /private/var/mobile/MyApp

(Replace MyApp with the name of your app)

Your deb will apprear in private/var/mobile/
