My Friends Computer Stoped working. at first we thought it was his power supply so i switched them out and still nothing!!! But I know for a fact that the Power supply is getting power cause i can hear it discharge when i turn it off again. but it only does that when i push the power button and try to turn it on befor hand. how can i fix this problem??

If you have too small of a power supply, that can also cause the problem...insufficient power. So if the computer needs to draw 400 working Watts and you put a 350 Watt PSU in there, that's why. It can still turn on and off, but you won't have enough power to boot with.
Also, newer computer mobos require a 12 V connector besides the 20 or 24 Pin main connector. If you fail to plug in a 12 V (4 or 8 pin, depending on the mobo), it will not boot.
I hope you know that the power supply must be on for the computer to work. Try checking the RAM for some error in case the system is not booting.
