Every time I start up my PC I need to unplug my Logitech g110 keyboard for the computer to get past the bios screen and stop restarting (bare in mind I cant even use the bios settings while the keyboard is plugged in at all) So I usually just unplug the keyboard wait until login screen and plug it back in and it works fine. I'm going to take a wild swing at this and presume it may have something to do with a usb device on the keyboard. you could make sure there's no usb device like a memory stick connected to the keyboard and if possible check if your bios allows usb boot up and disable it. Otherwise test another keyboard in the same keyboard slot to see if it does the same.
