Downtown Cuzco is relatively small and everything is a walking distance away, so you can share a taxi with someone else and head downtown. 30 soles is a RIP OFF so bargain!
Sometimes is better to have the Hotel pick you up. I could tell you to go outside the airport and try a taxi there, but since many taxis on the streets are any person who make a living on their own and are not registered (they don't even pay taxes) there's a chance that you might fall into a crook and instead of saving money you'll get robbed, specially if traveling alone, always prefer a taxi that shows a company name & phone on the chassis.
I agree with the answer below - but I think even 15 soles is too high! Taxis are extremely cheap in Peru. I got a taxi ride from Ollantaytambo to Cusco (an hour and a half ride) for 30 soles, and from the airport its maybe 10 minutes...

The taxis will tell you the price is 30 soles from the airport to the center of town, do not pay more than 15 soles, trust me!
