I want to delete some files on my computer but when I click on delete
a pop up pops up and tells me the file is being used by another program, and I am not even using the file with anything
so how can i get passed by this annoying pop up so i can just delete it

i'm assuming you are talking about a Windows machine. there are tools such as this one: http://www.nirsoft.net/utils/opened_files_view.htm... that show you what program is locking what files and will allow you to forcefully delete them.
I would would try to delete the file right after you start your computer.
I don't know what OS you are using. Mine is XP and I use this little trick:
Open Word/Excel/Notepad... anything that will require you to save before closing. Type something in it e.g. afejioafjelaw;fj.
Then log off (don't close the program or press save). Windows will ask you if you want to save. Click cancel. Now, most applications have been turned off. Just delete the file then.
Sometime, computers mess things up. Just restart it and it would be fine.
try the programs Unlocker or if you are running a 64-bit windows OS try LockHunter. Both are great programs to solve your problem.
