I need some electrical work done. It's pretty simple work like changing outlets to current standards. How do I find out if an electrician is licensed or if he has had any problems? I live in the state of Rhode Island. Is there anything else I should be looking for?

If you are at all mechanicaly inclined you can change them yourself. Make sure the power is off, if you don't have a voltage tester use a table lamp. After you remove the cover, there will be 2 screws, one top and one bottom. Unscrew them and pull the receptacle out, in older houses the wire may be brittle and not color coded, so the easiest way to go about it is to hook up the new receptacle exactly the same way, if you get confused, remember that the neutral or white wire goes on the polarized side (the side with the bigger slot), it'll be on the left side of the receptacle if you are looking at it from the front with the grounds pointing down. After you reconnect the wires, replace the screws and on the cover be sure not to over tighten the screw or else you'll crack it. Turn the power back on and test it. Good Luck
Start with your local municipal office. Many towns require contractors to be licensed. I am not familiar with your state's rules, but your state might require licensing, and you can check with them. Ask the contractor, and also request a copy of his insurance certification. If the contractor is not insured for liability and workers compensation, they can sue YOU if they get hurt working on your house. Check with the local Better Business Bureau for complaints. Look up the contractor on line, maybe there will be something there. Check with neighbors, and your local building inspector.
Don't be afraid to ask if they are licensed and insured. Ask for references. Many contractors have license numbers in their phone book ad. Ask friends and neighbors to refer someone. As with any service some are better than others.
