Depending on where you go and where on your ear you want pierced (lobe or cartilage), the cost can range from around $20-$40, the cartilage being more expensive. If you get it done at a tattoo or piercing parlor with a needle, it will cost more. If you get it done at, say, the mall or Claires, you can probably get it for next to nothing or with just the purchase of the earrings, which can be around $20. In some states it's 16 for a lobe piercing without parental consent, but in many states you need parental consent at the location if you're under 18, especially for the lip. You can't bring a friend, as there is paperwork to be signed by your parent/guardian and they usually need to present their license as well to verify. Lip piercings you will only be able to get at a piercing/tattoo specialty shop, as malls and places like that usually aren't certified to pierce much else other than ears/nose. This can cost anywhere from $30-$50, also depending on which jewelry you buy, which can add an extra $10-$20 on. It can get pretty needlessly expensive. If you feel comfortable, you can always buy a hypodermic piercing needle from a tattoo parlor/body shop and pierce your lip yourself.

The cost can vary from shop to shop and (probably) state to state. Ears are probably around $20 though it's been a long time since I had my ears pierced, lips are between $40-$60.

Most important though, you need to have a parent signing or in many places be 18 yourself. I know you are probably anxious to have it done but if a shop will pierce you without a parent if you are not 18, PLEASE reconsider going there. It is a good chance they are not a reputable shop.
