Okay so heres the deal, I'm 16 and really need to be skinny by summer. Is there anyway that I can lose most of my fat, before starting to tone up - i want to do this because I dont want my chest fat to turn into muscle lol - i wanna be flat again lol.

I had the same problem at your age...my sister and I just started eating lots of fruits and veggies, along with jogging for about half an hour every day, it worked for me...I hope it works for you.
