Does this mean i DID not get approved?
I keep calling the Finacial Aid office and they keep saying everything will be fine, they haven't told me if i'm accepted or not, it's AUGUST and school starts AUG 24th and i haven't picked any classes yet.
Someone please help me?

Ask if its ok to register for classes. You're missing information, need signaures from the dean or something. Contact the financial aid office. If they get tired of hearing from you, they'll just have to deal with it.
It certainly looks like you have missing requirements, but the letter definitely states two things: That your appeal has been approved and that your appeal has been denied so you need some clarification.
Call the financial aid office and ask who your adviser is. Then ask to speak to your adviser,you probably won't be able to so ask for your adviser's direct number and email. Then begin to barrage you adviser with requests for answers to your questions via email and voice mail and messages.
OR
Either call the financial aid office and ask to make an appointment to meet with your adviser or go to the the financial aid office and ask to speak with your adviser, they will tell you that they're very busy and you will have to wait a long time, tell them you'll wait. Take a good book.
it seems some of your paperwork wasn't received yet at the college. i know financial aid is a pain in the *** to work with regardless, but keep calling or visit the school to make sure everything you need to pay off the semester is going though!
