This is kind of a weird question, but when I was looking at tuition prices and financial aid, I noticed that it seems like people who have a small income usually (on average) get the same percentage of financial aid as people who make 80-100k....why is this? I would think that those who have a large income wouldn`t be as eligible for financial aid.

Literally anybody can qualify for loans, while it's only low-income people that get "free" financial aid in the form of grants.
Really, i don't know but the total amount of Financial Aid u gets depends on ur total income. and perhaps there is a limited amount of aid u can get
