I'm a bit confused. July is rather late to apply to college to start in the fall. That's usually done the previous December or January, some will take applications until March, and decision letters generally go out in April. Your financial aid would have to be set before you register, because you usually have to pay your bill before you're allowed to register.
You will have to fill out a FAFSA (just google it). This is what the college will use to determine how much aid you are eligible for. Be aware that the government has a pretty amusing idea of how much your family can afford.
You'll also need to have a GED before you can consider applying to college.
Honestly, I have to wonder about the quality of the homeschooling you received if you're 20 years old and don't yet have a high school diploma. Did your parents go to college? If not, they had no business trying to tutor you. If so, they should be able to answer your college questions.
You have to be accepted at a school first before you can enroll in financial aid. Also, you need to pay attention to the dates to apply for aid....the sooner the better!
http://www.fafsa.ed.gov/ Is where you sign up for financial aid but they also can answer any question you have about it and your situation.
