i want to develop a website in which the admin can open its backend and can add new menus , new articles , edit articles .. edit menus .. something similar like this website ..

this is a news website which's content updates on a daily basis .. so i want to know if there are any similar control panel available for admin ..

i know joomla and or drupal and etc cms .. but there are templates available in which we have to first search the templates like my website have and there are so limitations in some where .. so i want to know other FREE CONTROL PANELS if available apart from these in which we can do these things which i mentioned . .with the same layout ..

please if you have any ideas .. please help me ..
