No it isn't a guarantee. How much being a legacy helps you depends completely on the individual sorority's policy on this. I am pretty sure all are required to invite you back to at least the second round of rush.
Some care more about legacies than others. My house, for instance, is more likely to bid legacies than other houses. Our rules are that the legacy must be invited to at least the second round, and we should offer serious consideration and try to give her a bid if possible. If we cut her from our recruitment, we have to personally give a phone call to the person she is a legacy to. And if she makes it to preference round, we are required to give her a bid.
Other houses are not so strict. It really varies. Every sorority should have this policy somewhere on their website, but none are REQUIRED to give legacies a bid so you are not ever guaranteed a spot.
