How can i give photos a vintage look?

that like, light colors or something, i dont know, cant explain how this all is ='[ but yes! im sure from watching that video you will all get what i mean! Please help D:
is this done by programs like photoshop and light room? can this be done by a camera, an app? or with filters/film cameras? thank you!

Use a filter will easy to get it, need not to use photoshop or lightroom
