To procure energy, a company usually works directly with the local utility. They have a siting that says where they will build their facility, and have a determination of what their requirement will be. They set up a contract with the power company, and start building.

It the requirement is rather large, sometimes an electrical substation will have to be constructed.

The point of delivery would be determined and a metering facility would be established.
