It depends on how many pounds of ribs and what kind they are. I pressure cook a 2-3 pound pot roast for about 35 minutes. I would say to start out cooking them for about 20 minutes, then release the pressure and check for doneness. Are you going to char them on the grill after? They are really good that way.
My mom always cooks them for 7 min. I would not cook them longer than 15 min and then check them. At the price of spareribs you wouldn't want them to turn to mush.

i worked and pressure cooked ribs
they were baby back ribs and the cooker fit a 30#case and dial was set for 32 minutes
they came out perfect
