MgO is formed by heating MgCO3 to about 700 degrees and driving off CO2. MgCl2.6H2O can be heated also to form MgO. I am not sure if you can form MgO by just heating Mg(OH)2. But Mg(OH)2 can be dissolved readily in solutions of ammonium salts releasing H2O and Mg+
