Hydrogen peroxide is water and oxygen. When you pour it on debris/infection/dirt/open wounds it bubbles because of the oxidation reaction taking place, releasing oxygen gas. That's why it's kept in a dark container. If you leave it open or in the sun, it will just turn to water and oxygen and be useless. Never use it on deep wounds. Dilute it if used for mouth wash. Don't use it for any other orifice.
It is boiling out the infection. I think peroxide is the best medicine in the world. I use it for sore throat and ears. I also use it as a whitener for my teeth. If I was on a deserted island and I could have one thing it would be peroxide.

There is either infection in it or it is just dirty.
