well first off, your processor isnt good for gaming, it can do smaller games but even with a graphics card it would have a hard time with gta 4. the 2ghz isnt that bad but it has realy bad other specs like cache and fsb.
your real problem is the graphics. you laptop was not made for games, so it has a graphics accelerator chip, it has the special parts of a graphics card, but uses your computers ram and your computers processor instead of its own like a graphics card. this is perfectly fine for the internet and 2d graphics but is very bad a games.
gta 4 has a min requirments of 1.8ghz (dual core) processor, 1.5gb of ram, and 256mb of video memory, but runs best with 2.5gb of ram a 2.4ghz (dual core) processor and 512mb of video memory.
with the graphics chip leeching off your system, you dont meet those requirments, your processor will be way below the min requirment before the graphics come even close to meeting the requirment.
graphics acclerrator chips in laptops cannot be replaced. there is no room in the laptop for a graphics card to go. in desktops you can just plug in a graphics card and it will override the chip, but unfortuanatly theres nothing you can do to make your laptop able to play gta 4.
your laptop may not have a good enough graphics card or your processor is not fast enough. The problem with laptops is that you only have 2 processors and a desktop has 4 at the least. I hope this helps.

First, try to see that your laptop specification meet the recommended specification of GTA 4 or not?
Second, if it met try to see that when you are running it is any program running with?
Third, if the problem still exist try to ask the GTA office or HP contact.
the only thing you can do is sell or return the computer (if you can) and get a better computer.

You need at least 3 GHZ to run games smoothly, you can run it with less, but it's not smooth.
