I filed an I-130 application with the US Immigration Services for my sister and brother about 10 years ago, but my sister lost her receipt number and notice of action paper where the receipt number appears, is there a way to get that receipt number in order to see her case status, my brother already got approved.

If you filed for both your brother and sister at the same time, you should have heard from the National Via Center by now, if you filed over 10 years ago, assuming your family isn't Mexican or Filipino. I'd recommend starting by contacting them as they are far more responsive than USCIS. take a look at travel.state.gov in the immigrant visa section for contact information. however, you could also contact USCIS. While you could try calling, personally, I'd go in person to your nearest USCIS office as it's a lot easier than trying to call or write.
