What makes the difference is going to be your application. If you want to use it for recording and mixing music, you would add a high-end sound card that would enhance the capabilities of the system. Video/Gaming, you would add a high-end graphics card that would support the display requirements for the app., etc.
I suppose this should be something wrong about your BIOS. Intel processors are automatically identified by the motherboard BIOS during the initial boot-up. Since you have reinstalled your operating system, you should also update BIOS revision installed so that your motherboard can identify your processor. After you update BIOS, you should make sure that all cores are enabled in BIOS settings. Hope this helps.
im still using My Pentium D945 3.4GHZ and i love it i wont upgrade till windows 9.0. i have a xbox 360 + psp for gaming so pc is just videos, old school games u know..
im a techie so i make my pc last forever and running fast
