Carbon MONOXIDE is a distinctly local issue, it is produced by the incomplete combustion of hydrocarbon fuels such as gas in room heaters for example, and forms only a microscopic portion of the atmosphere. This is very fortunate as it is extremely poisonous. I have the feeling that there is some confusion with Carbon DIOXIDE in this question, this gas is very definitely a global issue as it is the major "green house" gas responsible for global warming.
