If the book is anything like the Frederick March movie?? I'd have to say no. Watch the old movie. Not the new. You'll see the clear steady demarcation line between The State/Law and Christian charity. Even at the end. Where the Man of The Law has his own epiphany and realizes he's pursued a good man over the decades for naught. Where the good man has accepted his fate under The Law, and at the last receives pardon and reprieve.
Les Miserables appears to be a story of Christian goodness winning a victory by quiet steady perseverance and Love. Over a State and Law that finds people guilty and making them prove their innocence by impossible means.
Having nothing to say at all about modern healthcare. Unless, you look very deep. Where you find it is the State, it's Law and it's method of equality that causes poverty and homelessness. Watch the movie and see who gives the silver plates and candle holders. Then see who would take them without proof of guilt.Who gave the chance for redemption. Who only condemns out of hand and represses without mercy.
Just a historical reality. We must share and share alike, what is mine is yours and what is yours is mine. Hopefully, you have far more than I do. Share is Care: "Salvation Army Slogan."
