Is there a way to guarantee that a Parental Control Software is complete full proof? Lets say I installed a Web filtering program on my computer, is there a way to bypass or remove it? I mean I can already think of ways like deleting it from its directory or using the Windows built-in administrator to delete it, and I haven't even Google it

no parental controls are not foolproof even when using them for the internet just not the computer, they can go on dodgy websites via something called a proxy, what this does is redirects the traffic to the proxies server and changes the name so that its not recognised as a dodgy website. no parental controls are ever foolproof
As they said, they will find some way.
First, they should not be administrators on computer, they should be users.
Second, in addition to the software, you should use your router.
Everyone forgets the router.
Make sure you have a user name and password for router and then configure it.
You can have it not go to certain web sites, turn on and off at certain times for certain IP's.
You can have it not go to sites which contain a word, like shopping.
So, they are users never administrators.
Use router and whatever software you installed.
And to be safe...run malwarbytes and ccleaner every week just in case anyone does something.

No software is ever "foolproof", some is just tougher to find the holes in than others.
If a kid is really smart then they're going to figure out the password to the parental control system.
