Absolutely NO translation sites are accurate. At all. They give false translations. Most of them can't even translate incredibly basic sentences.
My recommendation is, if you want translations from Japanese to English, post a question on Yahoo! Answers asking for something to be translated. Ask it in the languages section and make the question something like "Japanese to English translation. Can you please help?". There are many reliable Japanese to English (and vice versa) translators who will give you an accurate answer.
Look out for people such as Belie, Akiko (i think that is her name), Askawow. They give good translations.
I don't know which should be better for Tom to send a letter either in English or Japanese. Which is better do you think? (In case I is actually subject in the Japanese text.) or Tom is not supposed to be able to decide whether to write in English or Japanese. What do you think which better he will choose? (In case Tom is actually subject in the Japanese text.)

There are absolutely ZERO accurate translation machines. If you want a good, understandable translation you must use a human being.
search rikaichan...it helps translates words at a time.
