um, no you can not restrain your gmaw (is that grandma?) and no she can not send you to juvenile hall for no reason. You have to commit a crime to be sent to juvenile hall.
You sound like a pretty whacked-out kid. If you won't be disciplined so that you're not a complete waste of society's resources, and especially if you hit her, then you can, and should go to juvie. Maybe it'll set you straight.
