I guess when brand new houses are selling for 80% less than they did 5 years ago, apartments have to lower prices to keep up.

Not in LA. And anything that cheap in Vegas is going to be awful. I was in Vegas a few months ago and the rent is not that cheap. People are still moving to Vegas.
