Because America is a big country, and it takes the sun time to travel from one side to the other (from our perspective, of course - in reality, it's the earth turning).
It is over 2,000 miles from Atlanta to Los Angeles, so when the sun is overhead at noon in Atlanta, it's still only 9 AM in Los Angeles. Three hours later, the sun will be overhead in Los Angeles and it will be noon there, but by then it will be 3 PM in Atlanta.
