I mean, if a just formed embryo, say, when it has just a few cells, receives some significant radiation dosage, is it possible that it develops into a tumor instead of into a fetus?
If that happened, would the mother's immune system fight it or would it continue to tolerate it like it would tolerate the fetus?

It is quite possible for the development of the embryo to go awry, and for it to grow into an abnormal growth. This would not be a tumour of the mother, however - though it is possibly a tumour of the foetus.
Normally, such embryos die in pretty short order (they spontaneously abort). If they do survive longer, then they will still probably be stillborn (they'll lack proper lungs, for example).
