So I turned off my computer earlier in the evening because it was running slow and when I turned it back on it will go to the XP loading screen as if it was going to load then goes to a black screen. It's odd because i can still move my mouse. I've tried running Chkdsk and running and safe mode but with no avail. Can anyone help?

Too many reasons will cause the computer loads to a black screen. For instance:
1. The problem of Main Engine.
2. The problem of Monitor.
3. The Display Card connected badly.
You should take it to some Maintenance Center and have recourse to professionals.
The protecting work of a computer is necessary. You could download optimizer software to improve your computer; it is benefit to the computer. Perfect Optimizer, you could try it if you like.
Good luck with your computer.
Try to start it from a floppy then reload the hard disc, it might work. Change the backup battery if it hasn't been changed recently. Take it to a pc man and have him do it if you don't know how. Be very very careful if you fiddle with the ram memory, do not force anything and static electricity can damage it beyond repair. The pc should check the ram on startup and give an error if there is a fault with it
When you get to the black screen, click CTRL, TAB, DELETE. A window should pop up, click new task and type in "explorer", then click enter. The computer screen will start making your icons appear and the start button will also appear. Click start >run> type in "msconfig" > go to the BOOT.INI tab and remove the checks from the SAFEBOOT box > click ok
reset and your computer should start working....at least thats how mine got fixed!
good luck!
