So I turned off my computer earlier in the evening because it was running slow and when I turned it back on it will go to the XP loading screen as if it was going to load then goes to a black screen. It's odd because i can still move my mouse. I've tried running Chkdsk and running and safe mode but with no avail. Can anyone help?

After getting past the bios screen but before the Windows XP boot screen, press F8 and see if you can boot into safe mode. If you can, you might be able to fix the display issue. It could be:
1. Bad video drivers.
2. Bad display settings.
3. Incompatible drivers.
Start with something less destructive than reformating and taking your machine apart.
It may have overheated. Spray it out with a can of air and let it cool off.
But yes you may need to reinstall Windows or get a new hard drive.
Erase the entire disk and reinstall windows and all programs. If it still does not work your drive may be fried.
boot your computer from your windows disc, and then click "repair windows", after that, select your installation and then click "startup repair"
alternatively, you can do a repair installation too
