My computer or my internet? WoW Question?

Hey guys, i recently bought a PC about a few days ago. I asked the Best Buy people before buying if this computer would run wow fine, they said it sure would. Anyways what i am trying to get at is why i can barely run wow, im getting like 8fps on low graphics.

I talked to a buddy who came a looked and said it is most likely my internet connection. Now i dont know if he is right, cuz he is kinda a "Know it all". Anyways, i did a speed connection.

My Download speed is great - 1.2MB/sec

However my upload speed is - 40KB/sec

He said it my upload speed, because when playing wow apperently i need to send info back to the server's.. Anyways here is my DxDiag.
