How old is he? What kind of hay or grass is he getting now? Do you provide grain? If so, how much protein does it contain? If he's just a riding horse give him a big coffee can of 12% grain a day. Use hay with Alfalfa and Timothy, no clover. Let him have a bat or two per day along with his regular forage. Keep at least 10 gal. of clean water at all times. Check him for worms, too! Good luck.
It depends on what you mean by energy. Some horses are simply stubborn or just slow in nature. It doesn't necessarily mean they have no energy. I would try using a crop to see if it makes him a little more alert and on his toes. If you still don't feel like he has energy I would see an Equine Veterinarian.

This happens mainly in winter because they don't get as much exercise as they do in the summer. If this isn't the cause they might not be getting the right grain. Hope I helped!
