I took my older chevy truck to my cousins house to work on it a couple months ago. A few days ago we got into an argument and my truck is still on his property. IF he were to damage my truck out of anger, will he be liable for it?

A judge will not show your friend any sympathy if he lets anger cause him to willfully and maliciously damage your property. Go get your truck. Have the police accompany you if you feel you should.
Sure... and you can attempt to collect directly from him for the damage. That is... good luck in getting him to pay. You can file suit... you might even win. But this just gets you a piece of paper called a judgement. You still would need to collect from him.
If it's your truck, call the police and have them meet you at his house so that you can pick up your truck. Problem solved (as long as there is not more to the story).
No he will not be as far as the insurance is concerned if its just your name on the car they will be saying your the liable one doesn't matter where the car is or who's driving it if the cars under your name and the policy is in your name you assume responsibility for all damages to your car and other peoples cars if there was a accident
