q#1 An emulator allows you to play console games on a platform thats not the original, e.g PlayStation on the PC. You need to download Roms, which are only legal if you own the actual game.
q#2: I am not entirely sure, but you will be able to load it on No$Gba.(sadly it'll be in Spanish)

1-An emulator is the GAME SYSTEM, but encoded into a computer program,
so its like playing the game on your computer with a virtual system.
and you can get games, (called ROMS) you download seperately,
when you turn the emulator on,
you have to "put in a game" (just like the real thing)
and play it.
2-I know it might be possible, but your computer has to have a somewhat high speed processor, and a lot of memory.
