NTLDR is something to do with your network card drivers. Why you are missing the restart, I don't know - the two aren't related in any way that I know.
Try running the System File Checker:
Hold down the Windows key and press R and then let both go.
Type this exactly into the text box:
sfc /scannow
Press OK.
This may take a few minutes to over an hour and might ask for your Windows CD. Hopefully it will sort out the restart option being missing.
Then in Safe Mode (press F8 as the computer starts booting into Windows), remove all copies of network cards that you can find and restart. Allow the network card to be installed. Make sure you have a copy of the network drivers before you go into Safe Mode and delete them.
Removing network cards:
Right click on My Computer.
Choose Properties.
Click the Hardware tab.
Click the Device Manager button.
Use the window to find and remove all netword cards.
Restart Windows into Normal Mode.

venkat_raju1001 - click the ? at the top of the page and ask your own question. You should only answer in a question, not ask your own question.
It happened lots of times with me but the only way to get back to your windows is to use a bootable CD of windows (same windows) and choose the "repair" option and it will fix it.
And by the way if you tried to copy the missing file again it will not work.

This URL outlines your problem, and walks you through making a bootdisc to fix it:

However, a OS reinstall would probably be easier. You do NOT need to format, and you would not lose your data.
