go to Vindasel and travel through to ruin, there is a female Dunmer there with the armour and sword

She is a level 50 enemy, so she is quite hard to kill, but you can climb on top of a broken pillar before attacking her, and she won't be able to hurt you. She isn't hostile until you attack her

Bring lots of arrows and a staff maybe, and you can kill her from the pillar

yeah you can get it from the testing hall if you have PC version. to get to the testing hall; press the button above tab and below esc. on the right side of your keyboard. then, type in "coc testinghall" (without the quotation marks). this will bring you to a big area. There are many doors. Open the one named "Weapons Warehouse". I think this door will be on your right side. Find the sword you want and to get out, type in another code, such as "coc AnvilMainGate"; which is the one i use. Good luck!
