Will the oil prices this year go up again? I was just told by a friend that she heard this years oil prices were going to go down. I am asking because I am moving in November and don't know wether to lock in at 2.59 per gallon and budget it or go by each fill up at whatever the current price is each time. Any thoughts? Im a newbie at all of this. Thanks :)
