Basically, my dad is 52 years old and he has a written text at work for a health and safety check. He is able to communicate verbally, and he is perfectly able to read newspapers and anything. However, he really struggles to put pen to paper and he struggles a lot to spell basic words, such as alarm, or pillow. He says he knows the answers to the test, but he will fail for the simple reason is he wont be able to spell and put the words on the paper. I'm pretty sure he has dyslexia, but is there anyway to help him or is it too late now?

other issue is does your dad want help?? in workplace he's the one who has to get help himself
You etc cannot make him get help. He is the one who has to go get the testing actually documenting a disability.
And he also has to ask the workplace for a reasonable accommodation.
It sounds like it. he can ask his work for a Scribe, that is someone who will write the answers for him. It is not that unusual.
However - most of these papers are a tick sheet, little writing is involved.
