pokemon nintendo event???
is there any other way to get lugia, ho-oh, deoxys, mew and celebi without action replay and the nintendo event(there aren't any here in the philippines...)?
if so, please give the instructions on how to do it.

The only other way is to trade with a friend or on the gts if you've seen the pokemon before.
