Update:Hah i guess you can read it two way: he didn't compromise his morals to be popular or he compromised his soul, but not in exchange of being popular :-)

Therefore he did not enjoy popularity.
Bush is actually a good man. If you want to see corruption, look at the democrats in Illinois.
I think it means that he did what he thought was right even though he knew it would be unpopular. One of the things I still respect about him.
