I ordered some clothes from etsy a little over 2 weeks ago and rather than getting them delivered straight to my house, I was sent a card saying there is a customs charge. I am completely happy to pay the fee, but the catch is that I bought it from a friends' card to be delivered to my house. To collect the clothes from the delivery office, would we have to bring my or my friend's ID/credit card alongside the card I was mailed as proof?

No any payment can be made even on line and once its processed the items will be sent out for delivery.
You don't need to go down to the callers office to collect it, you can pay by creditdebit card on line, sending a cheque to the address on the card - or by sticking stamps to the correct value on the card and posting it back.
If you do decide to collect it then any valid payment (except credit/debit card usually) and proof of your address and identity would be all that you need.
