in the beginning of the quest you have to get the dog that you need to find to approach you on your way to the marker. he wont approach me...
1 do you need the piece of meat the blacksmith gives you
2 if so is there any way to get it back
3 can i go to the shrine to start the quest too.
4 if so where is the shrine
5 if not is there anything else i can do?

Yes you need the meat for it to come. No, there's no point to getting it back. Follow the dog to the shrine. If none of this works its a glitch of some sort.
you aproach the dog use a life detection spell or something revert to the save
