how will that effect people in the army? Will they try and look it up to see if we didn't say anything about a preexisting medical condition etc.? or didn't tell about an e.r. trip? will the gov't try and look on it for new recruits?

These are all valid questions. It depends on who controls the medical records and who has access to them. I guess it also depends on whether or not the people who have access to the records are going to act with integrity or act unscrupulously. These are things which I hope will be considered as we plow forth into the future.
And for those of you who were living under a rock during the President's address to the joint session of Congress last night, that's where he said he wanted to do this.
It works so well that you as a blind soldier can't even see that its been in effect for over six months ! How about that ? And it started under the Bush administration ! WoW !

People in the army already have this. The issue is with civilian records. It's inevitable and Obama really has nothing to do with it. If he is trying to take credit from it, that is merely him acting as an astute politician.
Creating a centralized database for medical records is a little controversial now, but the controversy will quickly be forgotten. Americans are not very good at protecting their privacy rights.
If you are talking about me, I'm not living under a rock. This issue predates Obama's presidency. I didn't hear much of his speech last night because of personal circumstance but it's unlikely he said anything that would surprise me. I don't feel like I missed anything.
Not sure about the army, but my husband is in the navy and many family members in the marine corps. They are very strict about telling the truth and telling the truth about medical exams is a very important issue. They check up on your medical records anyway to make sure you are telling the truth... even if this statement were true, it wouldn't change the fact that the military would STILL check up on you, computer database or not.
most medical offices already have the medical records on their system, so why not combine them so that when changing doctors (because of jobs or insurance) they have the history? I do understand very well the HIPAA law as I work in a hospital but also seeing day in and day out accident victims that can not talk for themselves I see it as a plus.
yes there are going to be hackers , yes people will talk about the HEP C , HIV and the other chronic illness that are present but it COULD salve a life.
Some info is already there. I had a friend lie about taking ritalin as a child which is an automatic disqualifier for the military. They found out three weeks into boot camp and he was discharged. This happened over ten years ago.

If your in the military, your medical record is already in a computerized database that is only accessible by qualified military medical personnel.
