I want to buy an house and I already live in a rural area,so it doesn't matter to me if I do live in rural areas.I want to move closer to my town so I can get cable internet so I can save money( i pay $60 a month for my dsl).So how long would it take to get a usda loan cause I am eligible for the direct and guaranteed loan.Also I make $31,000 a year,and I pay around $600 a month in debt i already owe(car,student loan,etc.).would i be able to get like a $200,000 house,I know that is a lot of money but i am just asking cause i probally wont get a house anyways.

With your income the most you can buy a house for is 78,000 Your income is not anywhere close to enough to afford a 200k loan.
