What is the capability of each, how do they work (basics), and do they double-team any jobs? I have a 700MHz Penn III on an optiplex running the motherboard video card. If i wanted it to run some vamped CAD simulations would a Video card shoulder the burden or will it still saturate the processor?

Of all the software in the world, CAD is some of the most demanding. a 700Mhz P3 is going to be hard pressed to perform well with a CAD software, especially if its a 3D modeling software. Any video card will help compared to the onboard video. Most Optiplex computers of that era had a 4x AGP port. A good 4X 256MB AGP card will run you about $70 online, and it will definetly help. More system memory will help some. The fastest processor you can get for that motherboard is a 1.1Ghz, but the cost of all those upgrades isn't worth it. Even a cheap new computer will outperform the Optiplex with all these upgrades, and for about the same price.
