When do I send my reference page to a potential employer?
Do I send it with my application and resume? Or at an interview? Some people even said that I probably won't even need one if I'm applying to an entry level position (especially if it's a retail or hospitality position), is this true?

You don't really need references for that type of job. However send it anyway with your app/resume.
