why must electromagnetic energy be transducted into electrochemical energy?

during the transduction stage of the processes in vicual perception, why must electromagnetic energy (light) be converted into electrochemical energy ( neuron impulses)
think of the eyes and brain being different nationalities....the language that the eyes understand is in the form of electromagnetic energy, and the language that the brain speaks is in the form of neural impulses, that is, electrochemical energy. the light energy receieved by the eyes must be translated (transduced) into the form that the brain can understand, otherwise its useless.
