Criminal Charges?
I know 2 girls who one is 18 and the other 17
the 17 year old will turn 18 in 6 months
the 18 year old wants to fight the 17 year old but the 17 does not
if the 18 fights her unwillingly and 17 has photos of proof that she declined the fight what could happen to18
but the 17 fights back

She'd be charged with assault. Declining the fight is actually irrelevant; you can't legally consent to a fight. I don't see how any photo could prove that someone had "declined" a fight anyway.
Talk to the police, lawyer, school counselor, minister.............adult, not here.
