Since his Hell In A Cell match with The Undertaker at Wrestlemania XV is widely known as the worst Hell In A Cell match ever and remains the only Undertaker Wrestlemania match to receive 'boring' chants from the fans, I don't consider him a legend. He also got little to no legendary matches or legendary feuds under his belt be it in his first or second stay in WWE.
He's more like a failure. An epic one.

Yes. I'm speaking personally because he was involved in the match that got me hooked on wrestling in the first place. Remember when the Mega Powers exploded? The Mega Powers were facing the Twin Towers, AKA Big Boss Man (RIP) and Akeem. So yes, Big Boss Man is a legend. I remember his feuds with Akeem, The Million Dollar Man, Dusty Rhodes, Nailz, and who could ever forget that classic with the Mountie at Summerslam when the Mountie was sent to jail? The Big Boss Man, AKA Big Bubba Rogers, Ray Traylor, and the Guardian, is a legend.
If you really knew him, you would know he was involved in The Rock/McMahons/Mankind rivalry, which was probally one of the most infamous but best rivalry's there was .

actually he did have lengedary fueds.. one with the mountie and one with the dude that broke out of cobb county jail i think his name was nailz.. i liked the big boss man gimmick i like the swat gimmick too before he died.. is a a legend... hmm well that seems to be un resolved but.. to me he should be considered one
